## Key takeaways

* **Start with calls that have a clear end.** Claim status, ID card requests, payment reminders and renewal check-ins are the easiest to automate. First notice of loss (FNOL) comes next, once the agent can write to your claims system.
* **Keep licensed and adjuster decisions with people.** An AI agent can collect facts, answer from approved policy documents and book callbacks. Quotes, coverage advice, binding and claim decisions stay with licensed staff and adjusters.
* **Outbound AI calls fall under the TCPA.** Since February 2024, the FCC has treated AI-generated voices as artificial voices. That means consent before calling cell phones, and prior express written consent for telemarketing.
* **HIPAA depends on the line of business.** Health plans need a Business Associate Agreement (BAA) with any voice AI vendor that handles PHI. Property, casualty and workers' compensation insurers generally aren't HIPAA covered entities, but GLBA and state insurance privacy rules still apply.
* **Ask for evidence, not badges.** Ask for a SOC 2 Type II report, the sub-processor list, a data-training policy and controls on how long data is kept, before any customer data reaches the vendor.

![Voice AI for US insurance guide covering FNOL, policy servicing and renewals](https://images.prismic.io/ringg-ai/M1sIA7HIdlwje8Df_Blogcover%C2%B71920%C3%971080%402x-1-.png?auto=format%2Ccompress&fit=max&w=3840)

Insurance runs on phone calls. Policyholders call to report a loss, check a claim, get an ID card, pay a bill or change a vehicle. Insurers call back about renewals, missed payments and documents they still need. Most of these calls follow a script, which is why AI voice agents can now handle many of them end to end and pass the rest to the right person with the details already collected.

This guide is for US carriers, MGAs, agencies and health plans. It covers three call types: first notice of loss, policy and member servicing, and renewals and payment reminders. For each one, it sets out what an AI agent should do, what it should hand off, and the rules that apply. It finishes with the security review and a pilot plan.

To compare vendors, see our [comparison of AI voice agents for insurance](https://www.ringg.ai/blog/best-ai-voice-agents-for-insurance-2026).

### Which insurance calls an AI voice agent can take

| Call type | What the AI agent does | What stays with your team | Systems it needs |
| --- | --- | --- | --- |
| First notice of loss | Verifies the caller, checks for emergencies, records what happened and sends a photo-upload link. Opens the first report in your claims system. | Coverage decisions, injury claims, large or complex losses, suspected fraud | Claims system (write), policy lookup (read) |
| Claim status | Tells the caller the claim's stage, the adjuster's name and the next step, and takes a message for the adjuster | Disputes, settlement questions | Claims system (read) |
| Policy servicing | Sends ID cards, gives billing details, takes address, vehicle and driver change requests, and answers coverage questions from approved documents | Changes that affect premium or coverage, anything not in the approved answers | Policy admin and billing (read, then write) |
| Member services (health plans) | Answers eligibility and benefits questions from plan documents, gives claim and prior-authorization status, sends ID cards and finds in-network providers |

## First notice of loss: what the agent collects and when it hands off

First notice of loss (FNOL) is the first report of a claim. Calls come at any hour, they spike after storms, and the caller is often stressed. A good first report means fewer follow-up calls for the adjuster, so FNOL suits an AI agent as long as the hand-off rules are strict.

**A well-designed FNOL call:**

1. **Checks for emergencies first.** If anyone is hurt or in danger, the agent tells the caller to call 911 and transfers to a person.
2. **Verifies the caller** against the policy, using your identity rules (for example, policy number, name and date of birth).
3. **Collects the facts:** date, time and location of the loss; what happened, in the caller's own words; vehicles or property involved; injuries; other parties and their insurers; any police or fire report number; whether the vehicle can be driven or the home lived in; and the best way and time to reach them.
4. **Sends a link by text or email** so the caller can upload photos.
5. **Writes the first report to your claims system** and reads back the claim number your system issues.
6. **Explains what happens next** and when the adjuster will call, using your service levels. It doesn't say whether the loss is covered.

**Hand off to a person when:**

*   someone is injured or has died;
*   the loss looks total or is above your size limit;
*   the caller disputes coverage or mentions a lawyer;
*   the caller is too distressed to continue;
*   your fraud indicators are met;
* your catastrophe plan says so.

Each hand-off should be a warm transfer with what the agent has already collected, so the caller doesn't start again.

## Policy servicing and member services

Servicing calls are short, frequent and answered from data you already hold. That's where most insurers start.

* **Verify identity first.** Under GLBA and state insurance privacy rules, policy details are nonpublic personal information. The agent should verify the caller before sharing anything, and share only what the call needs.
* **Answer from approved documents only.** "Does my policy include roadside assistance?" can be answered from the declarations page. "Should I add flood cover?" is advice, and goes to a licensed agent.
* **Keep card numbers out of the conversation.** For payments, send a secure payment link or transfer to a PCI DSS-compliant payment line, so card numbers never appear in recordings or transcripts.
* **Turn changes into service requests.** The agent can collect a new address, vehicle or driver and create the request. Changes that affect premium or coverage follow your underwriting rules or go to licensed staff.
* **For health plans,** member calls about eligibility, benefits, claims, prior authorizations and in-network providers involve protected health information (PHI). Sign a BAA with the vendor before any PHI reaches it.

## Renewals and payment reminders

Outbound calls before a renewal or due date are one of the best-understood uses of voice AI. The two things to get right in the US are consent and scope.

* **Consent depends on what the call says.** A reminder that a payment is due is informational. Under FCC rules it needs prior express consent when it goes to a cell phone using an AI voice. A call that encourages someone to buy, upgrade or add coverage is telemarketing, which needs prior express written consent and an automated opt-out during the call.
* **Calls supplement written notices; they don't replace them.** Notices your state requires in writing, such as non-renewal or cancellation notices, still go out as before.
* **Hand off re-quotes.** The agent confirms details, answers renewal questions and flags customers who mention price or a competing quote. A licensed agent handles the re-quote or any coverage change.
* **Honor opt-outs quickly.** Since 11 April 2025, FCC rules require callers to accept opt-outs made in any reasonable way and process them within 10 business days. Faster is safer.

## US rules that apply to insurance voice AI

These are the main rules a US insurer should check before an AI agent takes or makes calls. This is a summary, not legal advice. Confirm how each applies to you with counsel and your state insurance department.

| Rule | Applies to | What it means for an AI voice agent |
| --- | --- | --- |
| TCPA and the FCC ruling on AI voices (8 February 2024) | Anyone calling US consumers | AI-generated voices count as artificial or prerecorded voices. Calls to cell phones need prior express consent; telemarketing calls need prior express written consent and an automated opt-out during the call. Identify your business at the start, and check telemarketing calls against the Do Not Call Registry and your own list. |
| TCPA consent from lead sellers | Insurers buying leads from comparison sites | The FCC's one-to-one consent rule was struck down by the Eleventh Circuit in Insurance Marketing Coalition v. FCC (24 January 2025) before it took effect. Consent still has to authorize your company to call. |
| HIPAA | Health plans and their business associates | A vendor that handles PHI for a health plan is a business associate, so a BAA must be signed before PHI flows. Property, casualty and workers' compensation insurers generally aren't HIPAA covered entities for that coverage. |
| GLBA and state insurance privacy rules (based on NAIC Model #672) | All insurers | Verify identity before discussing a policy, and limit what is disclosed. State rules also restrict how insurers share customers' health information. |

## HIPAA and SOC 2: what a carrier's security review will ask

A voice agent hears policy numbers, addresses, claim details and sometimes health information. Your security team will review it like any other vendor that can reach customer data, so ask for evidence, not badges.

### Reading a vendor's SOC 2 report

* **Type II, not Type I.** A Type I report checks that controls are designed properly on one date. A Type II report tests whether they worked over a period, usually 3 to 12 months.
* **Scope.** Check that the voice platform itself is in scope, and note which sub-processors are carved out. For those, you need their own reports.
* **Exceptions.** Read the auditor's exceptions and the vendor's response.
* **Your part.** The complementary user entity controls section lists what your team must do for the controls to work, such as managing user access.
* **Currency.** If the report period ended months ago, ask for a bridge letter.

### Questions to ask any voice AI vendor

| Ask | Why it matters | Ringg's answer |
| --- | --- | --- |
| Can we see your SOC 2 Type II report? | Shows controls worked over time | SOC 2 Type II audited; request the report through the Trust Center linked from [Security](https://www.ringg.ai/security) |
| Are you ISO 27001 certified? | Shows a managed security program | Certified |
| Will you sign a BAA? | Required before PHI reaches you (health plans) | Signs a BAA, which must be in place before PHI passes through Ringg |
| Who are your sub-processors? | Your data's full path | By default, OpenAI and Gemini process conversational data and telephony providers carry call audio. The named list is available on request. |
| Do you train models on our data? | Confidentiality, GLBA, HIPAA | PHI is excluded from model training. Other data may be used only in anonymized, aggregated form, and you can opt out. |

## How to run a pilot

1. **Pick one call type with a clear end:** claim status, ID cards or payment reminders. Add FNOL once writes to your claims system are tested.
2. **Write down the approved answers,** the information to collect, the hand-off rules, and the disclosure and consent wording. Have compliance sign them off.
3. **Connect read-only first** (policy, billing and claim lookups), then add writes (first reports, service requests).
4. **Test the hard cases:** an injured or distressed caller, a caller who isn't the policyholder, a Spanish-speaking caller, a system that's down and a request to stop calling. Our [comparison guide](https://www.ringg.ai/blog/best-ai-voice-agents-for-insurance-2026) lists six more tests.
5. **Start with a slice of traffic,** such as after-hours calls or one state, and review recordings every day in the first weeks.
6. **Track** the share of calls fully handled, transfers and why they happened, FNOL reports with missing fields, complaints and opt-outs, and cost per resolved call.

## What voice AI costs an insurer

Most vendors charge per minute of call time. Some add a platform fee, and some bill the speech, model, voice and telephony providers separately, so compare what the rate includes.

Ringg charges **$0.10 per connected minute** in the US. That covers speech-to-text, the language model, text-to-speech and telephony. Phone numbers cost $5.99 a month, and five concurrent calls are included. As an example, 10,000 connected minutes a month on one number costs $1,005.99 before taxes. Enterprise plans for over 1 million minutes a month are quoted.

For a model of your own volumes, see [how AI voice agent pricing works](https://www.ringg.ai/ai-voice-agent-pricing). For insurance, cost per resolved call or per completed first report tells you more than the per-minute rate.

## Where Ringg fits

**What Ringg runs in insurance today.** Ringg's largest insurance deployment is [Policybazaar](https://www.ringg.ai/case-studies/policybazaar) in India. It calls new leads in under 60 seconds and reaches 57,000+ connected calls a day. 67% of calls are fully handled by AI, and the warmest 7% go to an advisor with the conversation's context. It runs on Policybazaar's own telephony and keeps call data in Policybazaar's environment.

Ringg's insurance agents are also built to answer policy and coverage questions from approved policy documents, run post-sale verification calls, handle renewal outreach and follow up on WhatsApp.

**What it brings to a US insurer:**

*   SOC 2 Type II and ISO 27001;
*   a BAA for health plans;
*   a US deployment option, or on-premise or your private cloud;
*   your own telephony, and calling windows;
*   agents that understand 20+ languages, including English and Spanish;
*   published per-minute pricing.

**What to check:** Ringg hasn't published a US insurance customer or a native claims-system integration, so scope FNOL and the integrations in your pilot. See [AI voice agents for insurance](https://www.ringg.ai/industries/insurance) and [security and compliance](https://www.ringg.ai/security).

## From an insurance deployment in India

Before, our RMs were spending half their day on people who'd filled the form out of curiosity. Now, by the time a lead lands in front of them, the AI has already had the hard first conversation. Our close rates on RM calls are up significantly. Every lead they see is genuinely warm.

## Frequently asked questions

### Is it legal to use AI voice agents for insurance calls in the US?

Yes, within the TCPA and state rules. Since February 2024, the FCC has treated AI-generated voices as artificial voices. Outbound calls to cell phones need prior express consent, and telemarketing calls need prior express written consent and an opt-out. Inbound calls that a customer places to you don't need TCPA consent, but recording-consent and privacy rules still apply.

### Does a voice AI vendor need to sign a BAA with an insurer?

If you're a health plan and the vendor will handle protected health information, yes: the vendor is a business associate, and the BAA must be signed before PHI flows. Property, casualty and workers' compensation insurers generally aren't HIPAA covered entities for that coverage, though GLBA and state insurance privacy rules still apply.

### What should an AI agent collect at first notice of loss?

The caller's identity and policy, the date, time and location of the loss, what happened, the vehicles or property involved, any injuries, other parties and their insurers, any police or fire report number, and the best way to reach the caller. It should send a photo-upload link, open the report in your claims system and give the caller the claim number. Injuries, large losses and coverage disputes go to a person.

### Can an AI voice agent quote or recommend coverage?

Selling, soliciting or negotiating insurance requires a producer license. The safe design keeps the agent to collecting quote details, answering from approved documents and booking time with a licensed agent, who handles quotes, recommendations and binding.

### Do we have to tell callers they're talking to an AI?

Federal rules require artificial-voice calls to identify your business at the start. Saying that the caller is an AI isn't required everywhere, but some states have bot-disclosure laws. It's simplest to say it on every call, along with the recording notice.

### Can an AI voice agent take premium payments?

It can tell the caller the amount and due date and help them pay, but card numbers shouldn't pass through the AI conversation. Send a secure payment link, or transfer to a PCI DSS-compliant payment line, so card data stays out of recordings and transcripts.

### Can AI voice agents answer health plan member calls?

Yes, for structured questions: eligibility, benefits from plan documents, claim and prior-authorization status, ID cards and finding in-network providers. A BAA must be in place first. Appeals, clinical questions and complaints should go to staff.

### What should we look for in a voice AI vendor's SOC 2 report?

A Type II report covering a recent period, with the voice platform itself in scope. Check which sub-processors are carved out, any exceptions and the vendor's response, and the controls your own team must run.

### How does the NAIC AI bulletin affect voice AI vendors?

The bulletin applies to insurers in the states that adopt it, not to vendors directly. Insurers are expected to govern AI they buy as well as AI they build. In practice, that means due diligence on the vendor, audit rights in the contract and the vendor's cooperation if a regulator asks.

### How much does voice AI cost for an insurance call center?

It depends on minutes, phone numbers and what the vendor bundles. At Ringg's US rate of $0.10 per connected minute, 10,000 minutes a month on one number costs $1,005.99 before taxes. See [how AI voice agent pricing works](https://www.ringg.ai/ai-voice-agent-pricing) for worked examples.
